The transition toward green energy has become a strategic priority for ASEAN member states
in response to rising energy demand, climate change commitments, and the need to reduce
dependence on fossil fuels. Electric vehicles (EVs) are increasingly recognized as a critical
component of this transition due to their potential to reduce greenhouse gas emissions,
improve energy efficiency, and accelerate the integration of renewable energy into
transportation systems. However, the development of EV ecosystems across ASEAN remains
fragmented, with significant disparities in regulatory frameworks, infrastructure readiness,
investment incentives, and technological standards among member states. This study
examines the regulatory landscape governing electric vehicle ecosystems in ASEAN and
assesses its contribution to advancing the region’s green energy transition.
Using a normative legal research approach combined with comparative regulatory analysis,
the study reviews national EV policies, energy regulations, and regional cooperation
initiatives adopted by ASEAN member countries. The research identifies key regulatory
challenges, including inconsistent charging infrastructure standards, uneven fiscal incentives,
limited cross-border policy coordination, and insufficient integration of EV development with
renewable energy strategies. The findings reveal that while countries such as Singapore,
Thailand, and Indonesia have introduced comprehensive regulatory measures to promote EV
adoption, the absence of a harmonized regional framework constrains the scalability and
effectiveness of ASEAN’s green mobility agenda.
The study argues that a coordinated ASEAN regulatory framework is essential to support
sustainable EV ecosystem development and strengthen regional energy transition efforts.
Such a framework should promote common technical standards, facilitate cross-border
investment, enhance renewable energy integration, and encourage knowledge-sharing among
member states. By highlighting the relationship between EV governance and green energy
objectives, this paper contributes to ongoing discussions on regional energy governance and
provides policy recommendations for achieving a more sustainable, resilient, and low-carbon
ASEAN economy.
